I see on page 5 of the draft minutes that Duncan is said to have stated :-

"Hr. Duncan suggested that this passage indicated that the real objections of the Consulting Engineers to development at North Point lay in their fear that such development would prevent the realization of their cherished Hung Hom Bay project, and that they had been influenced by this consideration to find technical objections to the North Foint schemes.

This is a strong accusation to bring against the Consulting Engineers and I do not myself remember hearing him make it.
